Loudoun County Land Development Process Map

The Process Map Was Developed for Loudoun County by the Engineers & Surveyors Institute

1.  Select one of the underlined Functions to display its diagram (process map). 

2.  For the most part the maps are self-explanatory.  The maps are hierarchical.  Rolling the cursor over a process block will display a description of the function.

3.  The rectangular boxes represent verbs, if you will, that is, they are actions taken by someone.  A small black dot in the upper left corner of the box indicates that the function can be displayed in more detail by clicking on it.

3.  The “AND” construct means that all the functions must be performed before the subsequent function.

4.  The “OR” construct means that at least one of the functions must be performed before the subsequent function.

5.  The "IT" construct is a loop process that is repeated until a path to an appropriate approval is taken.

Function

Description

1 Loudoun Project Applications Process Overview

The overview is intended to portray how land development applications are processed in Loudoun County.

1.1 Zoning Correspondence (ZCOR)

The purpose of a ZCOR (not technically an application) is to provide a zoning interpretation or determination for a question submitted in writing on a specific property.

1.1.1 Receive Request

Zoning determination or interpretation requests are normally received by mail or email.

1.1.2 Check Correspondence

The request is checked for a specific property reference.

1.1.3 Scan Document(s)

All documents associated with the request are scanned for archival purposes.

1.1.4 Log In ZCOR

The request information is logged into LMIS for tracking purposes.

1.1.5 Assign Question

The request is assigned to either the residential or non residential team for further assignment to the zoning staff.

1.1.6 Research Question

The question posed by the request is researched as necessary.

1.1.7 County Attorney Review

Issues that may involve a legal interpretation or legal matter are referred to the County Attorney for review.

1.1.8 Draft Response LTR

A draft response to the request question is drafted for review.

1.1.9 Draft Response Review

Zoning team leaders review the draft responses as necessary.

1.1.10 Draft Response Comment

The final response is drafted.

1.1.11 Final Response

The response to the request is finalized for distribution.

1.1.12 Mail Response

A copy of the final response is sent by mail to the person who made the request.

1.1.13 Mail Copy To Property Owner

A copy of the final response is sent by mail to the property owner if different from the person making the request.

1.1.14 LMIS Summary

A summary of the final response is entered into LMIS for archival purposes.

1.1.15 File Response and Summary

The final response and the summary are filed.

1.1.16 Appeal

Proffer and zoning interpretations and use determinations may be appealed to either the Board of Supervisors or the Zoning Board of Appeals.

1.1.17 BOS Decision

The Board of Supervisors consider appeals and render a decision.

1.1.18 Zoning Board of Appeals Decision

The Zoning Board of Appeals consider appeals and render a decision.

1.2 Construction Plans and Profiles (CPAP)

The purpose of a CPAP is to review and approve plans for developments that involve the construction of public improvements.

1.2.1 ESI Minimum Submission Review

Plan documents are reviewed by an ESI Staff Engineer to determine if all elements are present to warrant a technical review.

1.2.1.1 ESI Checklist Review

The plan documents are checked for completeness against a published checklist.

1.2.1.2 Notify Applicant

The applicant is notified of the ESI review results by email, FAX and/or phone.

1.2.2 Plan Intake

Once found acceptable by ESI review, the plan documents are presented for processing.

1.2.3 Engineering Division TL Review

The Engineering Divison Team Leader conducts a preliminary review of the application package and assigns it to a project manager.

1.2.4 Plan Review Referral

The plan sets are prepared and distributed to the appropriate referral organizations.

1.2.5 Schedule ESI Team Peer Review

The application is scheduled for the ESI Team Peer Review session based on its status as a DPE or nonDPE plan.

1.2.6 Technical Plan Review (CPAP)

The plan set is reviewed for conformance with applicable regulations, preliminary plans, special exception applications, and rezoning applications.

1.2.6.1 Engineering Division Technical Review

A technical review for conformance with applicable regulations, preliminary plans, special exceptions and rezonings is conducted.

1.2.6.1.1 TL And PM Joint Technical Review

Team Leader and Project Manager review of the plan for overview and integration purposes.

1.2.6.1.2 Field Management Team Review

A technical review of the plan for required erosion and sedimentation controls is conducted.

1.2.6.1.3 Water Resources Team Review

A technical review of the plan for conformance with applicable water resource protection requirements is conducted.

1.2.6.1.4 Urban Forester Review

The plan is referred for conformance with tree save and other forestation issues as needed.

1.2.6.1.5 Environmental Team Review

The plan is referred for applicable environmental and conservation protections review as needed.

1.2.6.1.6 Planning Consultation

The plan is referred as needed for consultation on planning issues.

1.2.6.2 Draft Comments

Technical reviewers prepare draft comments in preparation for ESI Team Peer Review

1.2.6.3 ESI Team Peer Review

The ESI Staff Engineer facilitates the consolidation and coordination of review comments with the County staff and private sector Peer Engineer.

1.2.6.4 VDOT Technical Review

The plan set is referred for VDOT technical review of the plan for conformance with transportation regulations, standards, and practices.

1.2.6.5 LCSA Technical Review

The plan set is referred for LCSA technical review of the plan for conformance with appropriate regulations, standards, and practices.

1.2.6.6 Comment LTR

A comment letter is prepared for the applicant listing cited required corrections and recommended plan improvements.

1.2.6.7 Health Department Review

The plan set is referred for Health Department technical review of the plan for conformance with appropriate regulations, standards, and practices.

1.2.6.8 Mapping Review

The plan set is referred to the Mapping Office for technical review of the plan for conformance with appropriate addressing and conformance with appropriate regulations, standards, and practices.

1.2.6.9 Fire and Rescue Review

The plan set is referred for Fire Department technical review of the plan for conformance with appropriate regulations, standards, and practices as needed.

1.2.6.10 Park Authority Review

The plan set is referred for the Park Authority for technical review of the plan for conformance with appropriate regulations, standards, and practices as needed.

1.2.6.11 Office of Transportation Services Review

The plan set is referred for Office of Transportation Services technical review of the plan for conformance with appropriate regulations, standards, and practices as needed.

1.2.6.12 Affected Town Review

The plan set is referred for Town technical review of the plan for conformance with appropriate regulations, standards, and practices for those Towns affected.

1.2.6.13 Housing Services Review

The plan set is referred for Housing Services technical review of the plan for conformance with appropriate regulations, standards, and practices for projects involving more than 50 units of condos, apartments, multifamily and affordable housing.

1.2.7 FSM Waiver

Applications for waivers to the Facilities Standard Manual are evaluated.

1.2.8 Steep Slopes or Mountainside

Applications for projects on steep slopes or mountainsides are evaluated.

1.2.9 Floodplain

Applications for projects on flood plains are evaluated.

1.2.10 Wetlands

Applications for projects on wetlands are evaluated.

1.2.11 Easements

Applications for easements are evaluated.

1.2.12 Engineering Issue Resolution

Issues with projects requiring waivers or construction on steep slopes, mountainsides, floodplains, and/or wetlands are resolved.

1.2.13 Grading Permit Application

The application to obtain approval to conduct land disturbing activity in conjunction with an approved plan is filed.

1.2.14 Bond Estimate

 

1.2.15 Full Approval

The Director grants full approval of the plan.

1.2.16 Plan Approval Signature

The Chief Engineer signs the plan cover sheet as approved

1.2.17 Plan Approval LTR

An official plan approval letter is prepared.

1.2.18 Approved Plan Distribution

The approved plan documents with the approval letter are distributed.

1.2.19 Building/Zoning Permit Application

The application to obtain approval for a building/zoning permit for an approved plan is filed.

1.2.20 Building/Zoning Permit Approval

A building/zoning permit is issued for the approved plan.

1.2.21 Obtain Address(es)

The application to obtain an official address(es)for an approved plan is filed.

1.2.22 Overlot Grading Permit Application

The application to obtain approval for an overlot grading permit for an approved plan is filed.

1.2.23 Entrance Permit Application

The application to obtain approval for an entrance permit for an approved plan is filed.

1.2.24 Obtain grading permit

An approved grading permit must be obtained prior to conducting land disturbing activity.

1.3 Preliminary Record Plat (SBPR)

The purpose of a SBPR is to review and approve applications to subdivide a parcel into five or less lots.

1.4 Family Subdivision (SBFM)

The purpose of a SBFM is to review and approve applications to subdivide a parcel into lots for the purpose of sale or gift to an immediate family member.

1.5 Subdivision Waiver Plat (SBWV)

The purpose of a SBWV is to review and approve requests that the Director approve the subdivision of a single lot or parcel into any two parcels.

1.6 Preliminary Subdivision (SBPL)

The purpose of a SBPL is to review and approve applications for the subdivision of parcels resulting in over five lots.

1.7 Subdivision Record Plat (SBRD)

The purpose of a SBRD is to review and approve applications to record a plat of subdivision.

1.8 Site Plan (STPL)

The purpose of a STPL is to review and approve plans for developments of commercial, industrial, mult-family, residential, and public buildings or institutions requiring site work as defined by Sect. 1244.01 of the LSDO.

1.8.1 Technical Plan Review (STPL)

The plan set is reviewed for conformance with applicable regulations, preliminary plans, special exception applications, and rezoning applications.

1.8.1.1 Zoning Review

The plan set is reviewed for conformance with applicable zoning ordinances, regulations, preliminary plans, special exception applications, and rezoning applications.

1.8.2 Conditional Approval

Conditional approval is provided for plans where all but the approval and recordation of onsite easements is complete.

1.9 Special Exception (SPEX)

The purpose of a SBEX is to review and approve applications for special exception uses listed in the Zoning Ordinance that meet all specified conditions and standards.

1.10 Rezoning (ZMAP)

The purpose of a ZMAP is to review and approve applications to rezone a parcel or lot.

1.11 Comp. Plan Amendment (CPAM)

The purpose of a CPAM is to review and approve changes to the Comprehensive Plan.

1.12 Construction

Construct the approved project within the authorities granted in the application process.

1.13 Occupancy Permit

Inspect, review, approve and issue appropriate occupancy permits for the project.
